@mariangeorge, I don't do Pre-Ordering in my shop, because I don't know if some of it will ever happen. In order to get the Shiny Lugia Voucher, I'm pretty sure you have to win the Jackpot, I know you have to guess/get a ticket with all 5 Pokemon correct in the lottery. I haven't even won once, so I don't know if I'll ever get one. This is why I do not do Pre-Ordering with anything, and especially wouldn't be able to with Shiny Lugia Vouchers. Plus, if I do win the Lottery multiple times, it's supposed to be a lucky thing for customers, when they go and see that a Mascot has a Shiny Lugia Voucher.
