"images on the internet" - no. You can only use official sprites as a base, everything else needs to be yours personally.

"legendary with evolution" - yes, you can just make an event from the base form without including one for the evolution.

Bit last minute, but I submitted an entry. Not holding my breath or anything cos I haven't sprited anything in a while but it's nice to be part of things. And hopefully the consolation prize is something nice :)
