We have emeran version of magikarp, we have emera beach, we have a fishing rod specifically meant to catch magikarps, we have thunderstorms. Everything is perfect.

Thus, I suggest for magikarp (emera) to be catchable on the emera beach. This could happen in either of the two:
Suggestion 1
Magikarp (emera) can be caught at the beach with the use of the magikarp rod for a very low chance. However, during thunderstorms, this chance would significantly increase.
Suggestion 2
In here, magikarp (emera) can be caught only during thunderstorms. However, since we cannot access the restaurant during thunderstorms, its chance to appear is higher than on suggestion 1. Possibly, higher than the chance a colored magikarp to appear.

I think this would be nice. It wouldn't completely invalidate the pokemon being an event as it would still have a very low shiny rate with the magikarp rod.
