For boiling a mega stone you get 120 seconds.
I put 33 wrong gems in there with each a 3 second penalty.
so the total penalty I got was 33 x 3 = 99 seconds and this took me 21 - 23 seconds.
After this the page refreshes, what it's supposed to do when the time runs out, but it took me back to the boiling with 96 seconds spare.

So I think it's fair to conclude that there is no working time penalty.

This has been fixed, probably with this update.

Tried brewing a few items, including Mega Stones. First time I spammed a single gem, reduced by 3 seconds per, went into negatives before the page refreshed to display the cooldown. Tried waiting a second between each gem, also worked. (worked with the other evo items as well)
