Help - prinplup won't evolve

My starter Pokemon, piplup, evolved into prinplup. However, it won't evolve into empoleon despite it being level 60. I looked at the wiki but did not see anything - is there something I need to do or is this a bug?
Favorite pokemon is empoleon
