hey I have an Eevee holding the item with Venus stone, how do I make her evolve?

You need to have a SOLAR Eevee, not a nornal Eevee!
Then, let it hold Stardust(may be found in Space[you need Deoxys then rumble], or the Item Market)
Then finally, use the Venus Sphere on it.
