How do I evolve pokemon that are not conventionally evolved?? Like Riolu, Inkay, etc.

Riolu evolves by happiness (Use soothe bell or go to salon and choose this thing that increases happiness)

I think that inkay evolve just by leveling up there, but im not really sure
