To rumble at full moon island, you will need to have a map of it in your bag. The island only appears during the full moon, which you can see on the castform weather page. When rumbling, your pokemon may challenge cresselia, so be sure to send one thar can defeat it.

You could also just buy the Yellow Lunar Wing itself (which you would get by defeating cresselia on full moon island), which allows you to summon cresselia at the ancient cave.

Or you could simply buy one from another user, if you don't mind OT.
