Recent reports state that an old-looking woman has been stealing good from shops all over the city. Goods include: candy, tubs of ice cream, cash, and assorted packages of kids toys. There isn't anybody that directly match the description of partisan and they continue to fuss over a grandpa-burglar. They seem to be able to be in one spot and suddenly transport to another. Due to this, nobody has been able to track him. However, there are secret rumors of loud electrical explosions coming from the outskirts of town.

As soon as Tatsumi gets there, there's another large explosion. The explosion came from underground and the entire ground seems to quake. They seem to come from a small shack in the middle of nowhere.

When you arrive at the outskirts of town, Naoki is already there in his full hero costume, perched on the top of a tree. He’s methodically scabbing the area for any trace of danger, but hasn’t found anything yet. Upon seeing Tatsumi, he perks up and gives him a small wave, but stumbles and falls down as the explosion knocks him off balance.

The shack looks more like a tool shed but a voice can be heard inside. The voice is small and indistinguishable. There are footsteps and an old-woman answers the door. "Yes, sweetie? Can I help you?"
