Gonna go with Glaceon, 'cause I'm not sure whether you mean the pokemon itself evolves in a special way, or it's evolved into in a special way...

I am a Psychic type pokemon that is very loyal to my trainer.
I evolve with a high friendship.
I have good special attack and special defense while my normal attack and defense is lower.

The only two pokemon that can learn transform are in gen. 1, so um... Ditto?

I'm from Jhoto.
I do not evolve.
In Crystal, I am only found of route 37 at night.
The last move I learn by level up is at level 55.
