I guess the blocking system does need to be updated in that regard, but that doesn't really take away from my suggestion, since all that would do is make it even less likely that harassment would happen with this system. And yeah, you could say thank you or leave a tip if it was art you commissioned, but that probably wouldn't make much sense if you were looking through art posts and saw art you like. It'd be simpler to leave a like on the post than to post a message complementing someone else's commission and just clog up the thread.
If people not on your blocklist harass you, all you need to do is block them. They can't interact with you, and, if the blocking system gets updated, they won't even be able to see your post. So it would be very difficult to actually harass someone. Even if the reaction system doesn't get added but the liking system is, it still wouldn't really lead to anything, unless liking posts is considered harassment.

Reactions wouldn't be just useful in the suggestions, I'd say. For instance, if there was an art shop and an artist posted a drawing you like, you could drop a smiley face reaction. Or if you see a post that you agree with, you can put a thumbs up reaction. There's already a liking system for notifications, so like I said, it wouldn't be a big jump to add a similar reaction (or at least liking system) to the forums.
As for harassing, like I already said, it can be prevented by not allowing people you've blocked to react to your posts. It's already what happens with notifications, since people you blocked are unable to like your feeds. So I feel like harassment with this system would really be a non-issue.

I can see the possible harassment that could happen if blocked users tried to react to your post, but this could be easily prevented by simply not allowing users you've blocked to react to your posts. It's already what happens in the notifications, so it wouldn't be too difficult to implement that here, too.
If you mean harassment by downvote spamming, I'd say that's a non-issue really, since if that were the case sites that rely on an upvote or liking system wouldn't have that option in the first place.
In any case, it would probably simplify the poll thing, however it would be easier to simply upvote the post or suggestion you like instead of having people simply saying "support" or "no support". I don't know how much of an issue this is nowadays since I don't spend a lot of times on the forums anymore but it definetly got kind of annoying when it used to happen.

A kind of minor suggestion, but something I've seen on several forums and message boards is a type of reaction and/or upvote system, where you can react to a post with an icon to kind of give your opinion on the post. Reddit for instance is an example of this, where you can upvote a post if you agree with it or downvote if you disagree. A reaction system could include some of the emojis in the Smileys tab when writing a message. For instance, if someone says something you like and think is cool, you can upvote their forum post and react with 8). Again, kind of a minor suggestion, and considering how the forums aren't the main focus of PH (at least I'm assuming) this probably isn't going to be on a list of "most important updates that PH needs", but it would be interesting to see, and seeing how there's already a liking feature on notification messages, it wouldn't be too out of the question to see a similar feature implemented in the forums.
