No, well there is a thing called the notification wall where you can access the feeds of people who aren't in your friend list. And also

The current communication methods are feeds(technically user made notification), Private message(PM), Palpad(PP) and the forum.

If you want to chat publicly and anyone can join, you can start a forum. But remember that some forum may need approval by Moderators e.g. Contests, Suggestions etc...while others can be seen upon published.
