at pokedex we need all pokemon to open all? or only max evo pokemon?

You need to have all pokemon included in that particular region. For example, inn kanto region, you need to have all pokemon's pokedex entries [except mewtwo].

Pokemon you don't need to complete dex.:-

Kanto-Mewtwo
Johto- None
Hoenn- Deoxys and its forms
Sinnoh- Arceus and its forms (I think Rotom forms are excluded?)
Unova- Genesect and its forms
Kalos- Diancie
Alola- Silvally and forms
