In the trade with Leah the Mermaid (Emera Beach) they sometimes talk about a maniac that would buy the things you sell at a very high price. Where do i find the maniac?

I don't think such maniac exists in game.
What I think is that the line about the maniac was added to give the items a feel like they are old collectibles that collectors would pay huge chunks of money for (like what happens in real life). Sadly, there exists no such type of collector in game.
